突发性个体事件与公共安全中的应对措施研究——基于2010年上半年六起校园安全事件的分析

摘　　要：2010年上半年,我国多个省市连续发生校园安全事件。基于六起校园安全事件的分析,提出个体行为与公共安全事件的对应关系,并就其发生的深层社会原因进行论述,认为从根本上解决这类事件的措施有:缩小贫富差距,尽量消除社会不公平;建立健全社会保障机制;重建社会道德体系,促使社会主流价值观的回归和寻找新的路径来加强公共危机管理。In the first half of 2010, there were series of security incidents happening on campus in many provinces and cities of China. Based on the analysis of six security incidents on campus, the author advances the relationship between individual behavior and public security incidents and expounds the deep-rooted social reason for the happening of these incidents, thinking that the countermeaures to solve these problems fundamentally should include the following narrowing the gap between the rich and the poor and trying to eliminate social unfairness; establishing sound social security system; rebuilding social moral system to push the mainstream value return in the society and seeking new path to strengthen public crisis management.
