摘　　要：强制性标准在我国一般是作为技术法规来处理,国际上也已经基本认可我国的技术法规就是强制性标准,但强制性标准作为技术法规处理和对待不可避免地引发了一些理论问题,实践中也造成了一些消极影响。随着我国市场经济体制的确立与完善,建立新型的标准和技术法规关系,应是我国标准化建设的必由之路。Mandatory standards are considered as technical regulations in China,and the other countries think so.But,as technical regulations,mandatory standards inevitably causes some theoretical problems and negative effects in practice.Along with the establishment and consummation of market economy system in China,establishing relationship between the new standards and technical regulations is the only road in standardization construction.
