制度创新:体育利益格局均衡的保障

摘　　要：新时期的体育制度创新面临内外压力。体育利益不均衡是导致体育制度创新的内在动力,而现行体育制度与制度结构中其他制度安排不相融是其变迁的外部压力。现有体育制度的局限性体现在:单一性和行为多样性的矛盾、规定性和选择性的矛盾、稳定性和变化性的矛盾,正是局限性的存在才为体育制度创新提供了可能。进行体育制度创新,必须在以人为本的科学发展观的指导下,处理好创新成本问题与历史和文化传统问题。我国体育制度创新的路向应是强制性制度创新为主、诱致性制度创新为辅的混合型,且是一种融合正式和非正式体育制度的、与整体制度结构相协调的制度变迁。Sports innovation is related to the Organizations of social progress and human development,sports interests＇ distribution imbalance is the cause of physical system innovation,and other institutional arrangements in the existing institutional system is a kind of external pressures.This article believes that the existing limitations of the sports system are reflected in： contradiction between uniformity and diversity,conflict of prescriptive and selectivity,stability and variability of contradictions,is the limitation exists only as a sport innovation offers the potential of the system.Sports system,must be under the direction of the human-oriented scientific development concept,deal with the problem of innovation costs and historical and cultural heritage issues.Sport institutional innovations should be mandatory on the direction of innovation,approach to innovation as a supplement of hybrid,and is a combination of formal and informal physical coordination,and overall system architecture of the system of institutional change.
