摘　　要：彩票机构要承担和履行更多的社会责任,发扬彩票发行的正面影响、遏制负面影响,其中很重要的一点就是对问题彩民、潜在问题彩民进行有效的甄别与救助。研究初步制定出了适合我国国情的问题彩民甄别量表,通过对5个城市的调查较全面地了解了我国体育彩票问题彩民的现状,并在调查基础上提出了对策建议:完善体育彩票游戏规则;加大体育彩票公益宣传力度;加强对彩民购彩的正确引导;构建彩民救助机制。Chinese lottery administration should take on social responsibility by launching lottery,promote its positive impact and keep its negative impact within limit.First of all,they should screen and help problem gamblers and potential problem gamblers availably.The paper designs preliminary construction of Chinese problem gambling assessment and screening instrument,investigates five cities＇ gamblers to know the current situation of problem gamblers,and proposes several solutions,that is,improving sports lottery product,strengthening its public service announcement,inducing players purchasing lottery rightly,and setting up helping services of players.
