摘　　要：土地储备规划是土地利用总体规划的重要组成,是为城市建设发展服务和指导土地供应计划的重要实施性专项规划,将在引领城市发展、规范土地市场运作、提升土地调控能力等方面发挥重要作用。通过分析土地储备规划的定位,确定土地储备规划的范畴和目标,探索土地储备规划编制的基本方法;结合城市土地储备机构工作特点,构建土地储备规划管理的动态机制。Land reserve planning is one important execution layout,which based on the municipal land use planning,aimed to break down the recent urban planning and land supply plan,lead the city development,standardize land market behave,promote land regulation.Ascertain the category and target of land reserves planning through analyzing the position about its relationship such as＂urban planning land planning interior layer＂,combined with operating characteristics of urban land reserve institutions,exploring a basic approach about compilation and building the management of dynamic mechanisms.
