海洋环境与资源保护的伦理视阈

摘　　要：21世纪人类海洋环境与资源保护问题日益突出,亟待加强对海洋环境伦理问题的研究。通过剖析海洋环境污染、海洋资源掠夺性开发、海洋技术负面效应对海洋生态平衡的影响,说明建立全球性海洋可持续开发伦理观的必要性,即破除人类中心观念,树立公平原则,明确人类没有理由剥夺海洋生物对海洋自然资源与环境享用的权利;强调当代人与后代人、发达国家与发展中国家资源共享与机会平等;提倡全世界人民共同维护海洋生态系统平衡,可持续地开发和利用海洋资源。The protection of the marine environment and resources has become a significant project in 21 century.The ethics investigation on marine environment is an urgent project to be performed.The pollution of the marine environment,robbing exploiting of the marine resources,and negative effect of the marine technique on the marine ecological balance were analyzed.It is necessary to establish a global ethics about sustaining development of ocean.That is to explode the concept of human centre,set up fair principle,and explicate that mankind have no reason to deprive the rights of marine living beings to enjoy the marine resources and environment.It should be emphasized that present or later generations,and developed or developing countries should have equal opportunity to enjoy marine resources.Marine ecological balance should be maintained by all over the world so as to do sustaining exploitation and utilization of the marine resources.
