摘　　要：基于城市文化对城市发展具有重要价值的认识,通过分析静安区文化发展的困境与优势,明确其未来打造"高格调时尚文化"的发展目标,并提出通过文化资源的整合、文化场所的营造、文化产业的拓展等策略,积极培育静安区商务文化、创意文化和大众文化,重塑静安区的文化品牌,以"国际静安"的文化形象彰显大上海的文化魅力。Based on the recognization that city culture is important to urban development, by analyzing the dilemmas and advantages of Jing＇an District＇s culture, this paper brings forward the goal of ＂High-style fashion culture＂ for Jing＇an, and proposes some strategies including integrating cultural resources, creating cultural place and expanding cultural industry, so that business culture, creative culture and popular culture can be cultivated. Through these measures, this paper looks forward to recreating the cultural brand of Jing＇an District, and in the future ＂international Jing＇an＂ will further show the cultural charm of great Shanghai.
