市民社会的生成机制与政治国家的权力制衡

摘　　要：市民社会生成的内在机制是信息相互作用的动力学机制;权力制衡的根本路径是营造市民社会整体的信息势,消除社会复杂性增长导致的不确定性。由于市民社会运行机制是"差别促进联系、联系扩大差别",从而在社会系统内部产生不同层次上的对称性分岔,一方面使市民社会不断走向成熟,另一方面又使社会的复杂性增长而导致不确定性增长、腐败的几率增加。所以,抑制腐败的有效战略就是通过营造"公民社会"与"政治国家"之间最高层次上的对称性,产生最大的社会主体信息量,营造强大的社会整体信息势,最大限度地消除复杂性导致的不确定性,并最终形成长期有效的抑制腐败的权力制衡机制。The internal mechanism of forming civil society is the dynamic mechanism of information interaction.The most important path of power restriction is to eliminate the uncertainty of society complexity＇s growth by creating an overall information potential of civil society.Because the operating mechanism of civil society is the ＂differences to promote contacts,contacts to expand differences＂,so it will produce different levels＇ symmetry bifurcations in social system.Through these symmetry bifurcations,on the one hand it will make civil society more mature;on the other hand it will increase uncertainty and corruption by society complexity＇s growth.Therefore,the effective strategies to restrain corruption is to make the highest level＇s symmetry between ＂civil society＂ and ＂political society＂,and produce maximum information from civil society,and construct a powerful society information potential,and maximum eliminate the uncertainty caused by the complexity.Finally,it will form a long-term effective mechanism of preventing corruption.
