摘 要:传统意义上的土地承载力评价主要围绕耕地—食物—人口而展开,已不能有效反映现代城市发展与区域土地资源之间的关系。战略环境评价要对土地资源承载力进行评价,其根本目标在于促进土地资源的可持续利用,使生态和环境因素能充分融入城市的发展决策过程。回顾了我国战略环境评价实践中土地承载力评价的重心演变和存在不足,并以天津滨海新区战略环境评价研究为例,从一种全新的角度探索了土地承载力的评价思路,提出了生态导向的城市发展土地资源承载力评价方法,丰富了我国资源承载力评价的内涵。Evaluation on land carrying capacity in the past years was always conducted based on the consideration of the "plowland, food and population" issues. However, this framework has been unable to deal with the relationship between the modern urban development and the regional land use within the Chinese context. To achieve the sustainable land use, it is argued that land carrying capacity should be integrated into the strategic environmental assessment process with the aim to promote the integration of the ecological/environmental issues and the decision-making process. Consequently, the authors made a systematic review on the characteristics and shortcomings of the current evaluation methods on land carrying capacity in the existing strategic environmental assessment practice in China. Following the discussion on the evolvement from "population-capacity centered" to "industry-development oriented" method, a new evaluation framework was demonstrated integrated with ecological issues. Finally, the framework on land carrying capacity of urban development integrated with ecological issues was furthermore discussed based on a case study of strategic environmental assessment (SEA) on Tianjin Binhai New Area development.
