摘　　要：以构建绿色政府为目标,探讨了绿色政府管理体系的内涵,在对国内外绿色政府管理体系建设现状研究和经验借鉴的基础上,从绿色发展战略目标、内部绿色管理体系、外部绿色管理体系三方面构建了绿色政府管理体系的内容框架,最后以中新天津生态城为例,介绍了其绿色政府管理体系的实践经验,以期对我国绿色政府管理体系的构建提供借鉴。With the goal of constructing the green government, the definition of green government management system was discussed. Based on the prior experiences in environmental protection and construction of green governments at home and abroad, the content framework of green government management system was constructed, including the green development strategic targets, the interior and exterior green management systems. In order to PrOvide reference for its development in China, the green government management system of Sino-Singapore Tianjin Eco-city was presented as an example of case.
