“老少边穷”地区生态文明建设的障碍和路径分析

摘　　要：对"老少边穷"地区生态文明建设中存在的问题和障碍进行了分析,并从生态文明理念的确立、产业结构的调整、防灾减灾应急体系的完善、绿色消费的倡导、生态补偿机制的探索及民族生态伦理的继承等方面提出了符合"老少边穷"地区生态环境、经济社会条件的建设生态文明的路径。This paper tries to analyze the problems and obstacles existing in the ＂Lao Shao Bian Qiong＂ areas＇ ecological civilization construction. Based on the establishment of ecological civilization concept, the adjustment of industrial structure, the perfection of the disaster prevention and reduction emergency system, advocating green consumption, the exploration of mechanism for ecological compensation, the inheritance with ＂Lao Shao Bian Qiong＂ areas ecological environment, it proposes several ways which accord with the ecological environment, economic and social conditions in the ＂Lao Shao Bian Qiong＂ areas to construct ecological civilization.
