摘　　要：通信行业一直被认为是“低耗能”行业，但是，随着社会信息化的大力推进，尤其是“十二五”期间，通信网络基础设施能源消耗将急剧增加．通信行业正在成为能源消耗的主要行业之一。专家指出，有必要将深入开展通信行业节能工作作为推动我国通信事业持续发展的重要战略任务来抓，其中，电信运营商作为行业领头羊．应发挥“龙头效应”。Communication sector used to be considered a 'low power consumption' sector.However,along with the vigorous promotion of social informatization,especially during 'The twelfth Five-Year plan' period,the energy consumption of communication network infrastructure will increase dramatically.Communication sector has become one of the mainly sector on energy consumption.Experts point out that,it is necessary to carry out energy conservation in communication sector,as an important strategic task to push sustainable development of the sector in our country.In addition,telecom operators,as sector leaders,should take the lead in it.Energy management contract(EMC)is a way of investing in energy conservation,by which the cost of energy conservation projects can be covered by the saved expenditure in energy consumption.The essence of EMC is to drive the energy conservation market by third-party financing.This kind of investment allows users to use future energy conservation income to upgrade factories and equipments,reduce current operation cost and improve energy efficiency,while the investment and risk are borne by energy conservation service company.
