摘　　要：从风险耦合的基本原理入手,在分析交通安全应急管理系统总体框架及其运行机制要素构成,交通安全应急管理系统的运行机制风险耦合的基础上,提出了构建与完善基于风险耦合的交通安全应急管理系统的运行机制的建议。The emergency traffic accidents cause the enormous economic loss all the time and it affects the sustainable development of traffic construction. This paper presents a frame of traffic emergence system and its operational mechanism based on the principle of risk coupling. It proposes the construc- tion and promotion of the traffic security management system.
