摘　　要：随着我国大规模水电开发的快速推进和社会环境的变化,水电开发中涉及的征地移民问题日渐复杂,已逐渐成为制约水电开发的重要因素之一。本文结合目前水电开发征地移民实践中的一些关键问题,对水电开发征地移民政策和管理环境进行了分析和探讨。为促进水电发展,本文提出了切实贯彻实施"先移民、后建设"政策,进一步建立移民利益共享机制等建议。As hydropower deveolpment advances rapidly and social environment changes significantly in recent years,reservoir resettlement is more complicated and is gradually becoming one of the important issues that may restrict the hydropower development in China.In this paper,key issues in resettlement practices as well as the related policy and management environment are analyzed and discussed.To promote hydropower deveolpment,it is suggested that the policy of resettlement before construction should be put into effect,and a mechanism of later-emigrant support and benifit sharing should be established.
