摘 要:环保合规性评价是实施中国石化HSE管理体系的重要工作之一,尽管各企业均定期开展,但仍缺乏成熟的方法。通过对与中国石化环保相关的法律法规及其它要求进行识别和解读,结合企业实际情况,建立了适合于中国石化的环保合规性评价体系,提出相应的合规性评价理论方法。该方法可帮助中国石化下属企业实现定量的合规性评价,从而掌握企业的实际环保合规水平,进而规避环保不合规风险。同时,该方法还可以实现中国石化不同企业间环保合规水平的排序和比较。Compliance assessment of environment protection policy is one of the key points for SINOPEC HSE management system. A lack of proven methods still exists, even though the practice for the enterprises is demanded on a regular basis. Based on the mining and digestion of the laws and regulations related to environmental protection of SINOPEC, a compliance assessment system of environment protec- tion policy tailored for SINOPEC is established in combination with current situation of the enterprises. The method is applicable to the SINOPEC sub- sidiaries for a quantitative compliance assessment. And it equips SINOPEC a tool to manage the envi- ronment protection policy compliance of the enter- prises. Therefore, risk of non-compliance could be avoided. These methods could also be used to compare and sort the SINOPEC enterprises in according to their environment protection policy compliance.
