摘　　要：藏族地区由于历史文化传统和地域发展的限制,在规范形式上存在着多元化,如何整合和协调藏族习惯法和制定法之间的关系成为藏族地区民族法制建设的重点和难点。在建立相关的制度之前首先要确立的是一种理念和精神,整合藏族地区多元化的法律制度关键是要建立效益的理念、和谐社会的理念和法律多元化理念。Due to the historical and cultural traditions and the geographical environment factors,there have been different legal systems in the Tibetan regions.How to integrate and coordinate the relationship between the Tibetan customary law with the statute law has become the focus and the difficulties of the building a perfect legal system in Tibet.The precondition to build a perfect legal system is to establish some philosophies of legal system,such as the concept of efficiency,the idea of harmonious society and the diversification of laws.
