利益协调与和谐海西建设

摘　　要：促进海西和谐,是建设海西经济区的战略目标和总体要求。建设和谐海西,利益协调是根本和关键所在。因此,对海西社会中存在的若干利益冲突的阐述及其原因分析成为必要。在此基础上提出,只有政府把改善民生、公平分配、民主制度和依法治理分别作为施政宗旨、目标、基础和手段,一个较为完善的利益协调机制才会得到真正确立。Promoting the harmony of West Strait Economic Zone is the strategic target and general requirement of constructing West Strait Economic Zone. To construct the harmony of West Strait Economic Zone, interest coordination is the key problem, so it is necessary to analyze some phenomena of interest conflict and its causes in society of West Strait Economic Zone. On the basis of this analysis, the article points out that only by taking improvement of people＇s livelihood as administrations＇ principal aim, fair distribution as administrations＇ aim, democratic system as administrations＇ foundation and governance by law as administrations＇ means with government, can a comparatively perfect interest coordination mechanisms be really established.
