摘　　要：制度具有规范性、强制性、程序性和稳定性的特点,在反腐倡廉中能发挥规范指引、预见制约和惩罚威慑功能。制度建设在反腐倡廉建设中处于基础性地位,是惩防腐败体系建设的核心。提高反腐倡廉制度建设科学化水平,必须遵循反腐倡廉制度建设的基本原则,进一步抓好制度完善、制度教育、制度落实和制度创新这几方面的工作。Systems, with characteristics of standard, compulsion, procedure and stabihty, produce their functions of standard guidance, predictive compulsion and punitive deterrence for combating corruption and building a clean government. As a core part, the system construction plays a basic role for penalizing and preventing corruptions. The basic principles of the system construction for combating corruption and building a clean government must be pursued in order to improve the level of the construction. In addition, it＇ s necessary to get further perfection, education, practice and innovation of systems.
