摘　　要：从阐释区域协作与政府协调关系入手,分析武陵山经济协作区区域合作实践中政府协调主要存在因自然地理、历史基础内化的观念封闭,地方利益冲突,缺乏国家权威和制度性硬约束三大障碍。破解这一跨省界老少边穷连片区区域合作实践中地方政府协调的障碍,必须进行观念革新;进行区域价值和资源等整合,构建合作的体制、机制和制度;在区域各政府的引导下进行区域价值认同与文化建设,增强合作的共同文化基础。From the beginning of explaining relationship of regional collaboration and local government coordination on the real situation of our country, three obstacles of local government coordination in the course of Regional Collaboration practice about ＂Wuling Mountain EconoInie Cooperation Zone＂ are analyzed, which are concept closure due to nature geography and history, the local conflict of interest, lack of state authority and the hard-bound of system. To break these obstacles, innovation of coneept, integration of the values and resources, building cooperation institutions, mechanisms and systems, the value identity and culture construction under the guidance of the regional government are needed to enhance the common cuhural base of cooperation.
