深圳城市规划“一张图”的探索与实践

摘　　要：对"一张图"管理体系和建设方法进行了研究,制订了"一张图"工作机制和技术标准。提出深圳城市规划"一张图"是以法定图则为核心,整合各类规划成果,具备动态更新机制的规划管理工作平台。其总体框架为"三层一库",即核心层、管理层、基础层和规划成果库。利用GIS技术,搭建"一张图"规划整合平台,开展专项层面和图则层面整合工作,解决了长期以来困惑规划管理的"多头规划"和"规划打架"问题。构建基于"一张图"理念的规划管理信息系统,为实现城市规划精细化管理提供了有效途径。This paper systematically studies on the ＂one map＂ administration system, development method, work mechanism and technical standard. It proposes that ＂one map＂ urban plan system in Shenzhen is a dynamic administration platform, which is based on the statutory plan. The feature of the platform is the integration of all kinds of planning achievement. The framework of the system includes core layer, management layer, basic layer and planning achievement database. By using GIS technology, the ＂one map＂ system solves the problems puzzling the planning administrative department resulted from the plans made by different departments or the conflicts between different plans.
