摘  要:从新制度主义组织分析的视角看,大学学术权力的制度化既可指大学学术权力实践获得规则的保障、规范与认知的认可,并被逐渐视为当然而广泛接受的过程,也可指历经这种历时性过程后学术权力实践及相关互动关系所达到的一种确定状态或稳定秩序;学术权力制度化的意旨与目标在于权力实践的制度化,其实施涉及到结构、规则与活动三个方面;实施主体方面须充分发挥政府、教育家和文化等基本实施者的作用,尤其是政府部门和教育家型校长这两种关键"制度企业家"的能动作用;在实施路径方面,有必要统合基于回报递增的制度化、基于承诺递增的制度化和随着日益客观化而增加的制度化这样三种基本的制度化路向,齐头并进,以期获取最佳成效。From the perspective of the new institutionalism organizational analysis,the institutionalization of universities' academic power not only can be understood as the course in which the practice of academic power is guaranteed by regulations,accepted by norms and recognition,and therefore is gradually taken for granted and widely accepted,but also be understood as a determined state or a stable order of the practice and the related interaction relationships of academic power after the above process.As far as the institutionalization of academic power is concerned,its intention and goal aim at the institutionalization of the power' practice,and its implementation may be conducted from the aspects of the institutionalization of structure,regulations and activities.At the subject respect,we need pay attention to the roles of three basic actors such as government,educators and culture,especially to the active roles of the two crucial "institutional entrepreneurs" including the authority departments and educators.In terms of implementation route,we need to integrate three basic routes including institutionalization based on increasing returns,commitments and objectification so that we could advance side by side and obtain the best results.
