对节能发电调度经济补偿问题的再探讨

摘　　要：由于节能发电调度的开展将引发各相关主体利益的较大调整,需对其配套的经济补偿机制进行深入研究,以实现节能发电调度工作的顺利开展。从节能发电调度经济补偿问题产生的本源分析入手,提出发电权交易模式及两部制电价模式与节能发电调度最为契合,且在现阶段节能发电调度经济补偿费用应来源于发电企业内部,并提出节能发电调度经济补偿应以行政手段起步,并逐渐过渡到发电权交易模式乃至两部制电价模式的渐进路径。The development of energy-saving generation dispatch will lead to the interest redistribution among related entities,therefore it is necessary to make an in-depth research on the supporting economic compensation mechanism.Based on the study of the source of economic compensation,this paper proposes that generation right transaction mode and two-part electricity pricing pattern fit in best with energy-saving generation dispatch.and that the economic compensation mechanism should depend on generating enterprises financially,and evolve from administrative means to generation right transaction mode,even two-part electricity pricing pattern.
