浅议非传统安全及其对我国的启示

摘　　要：金融危机、恐怖袭击、环境污染、能源安全、跨国犯罪、公共卫生疾病等非传统安全问题,使传统的保卫国家安全的理论和对策不合时宜了。必须与时俱进,在非传统安全威胁评估、安全观转型和革新,以及国际合作应对方式等方面,重新审视和把握变化之中的安全问题。有必要加强非传统安全威胁的国内根源分析;以海外孔子学院为依托,通过文化"走出去"战略,加快国家"软权力"建设;重新审视马克思主义分析工具在学术科研和经济发展等领域的应用现状等。Financial crisis,terrorist attacks,environmental pollution,energy security,transnational crime,public health and diseases and other non-traditional security issues have made the traditional security theory and measures outdated.We must advance with the times,re-examine and grasp the changing security issues in such respects as non-traditional security threat assessments,transformation and innovation of security concepts,and coping methods of international cooperation.We need to strengthen the domestic root cause analysis of non-traditional security threats,speed up the building of ＂soft power＂ on the basis of overseas Confucius Institutes and ＂going out＂ cultural strategy,and re-examine the application of Marxist analytical tools in such fields as academic research and economic development.
