土地集约利用差别化管理对策研究——以青海省柴达木地区为例

摘　　要：与东部地区土地利用特点不同,柴达木地区土地利用总面积大、耕地少、建设用地少、未利用地多,在土地集约利用方面应该采取与中东部地区不一样的管理方式。一是建立科学的考核指标体系,进行"节约集约用地"内涵界定。二是制定特殊政策,引导荒草地、盐碱地、沙地、裸岩石地等未利用地的高效利用;三是差别化确定地价,提高土地集约利用积极性。Comparing with the eastern region,Qaidam region: large total area of land use,low ratio of arable land,less land for construction,large unused land.On account of this,this paper points out that different management methods should be adopted in the respect of intensive land use in Qaidam region.The specific methods include: establishing a scientific evaluation index system;defining the connotation of economical and intensive land use;making special policies to guide unused land,such as wild grass ground,saline and alkaline land,desert,and bare rock land to efficient utilization;determining price of land based on difference and improving the initiative of intensive land use.
