摘　　要：通过对影响考核断面——江苏省高邮市北澄子河三垛西大桥断面达标因素的分析,提出2012年底实现断面达标必须从落实环保目标责任制、提高水质监管能力、加强污水处理工程管理和加强应急体系建设4个方面来加强保障工作,构建高邮市北澄子河水质达标保障措施模型。Starting from analysis of the factors that effect Sanduoxi bridge evaluation section whether it is up to standard in Beiehengzi river. It is necessary to implement the environment protection target responsibility system, improve water quality supervision ability, strengthen the sewage disposal engineering management and strengthen the emergency system construction to realize the section up to standard by the end of 2012. We should construct safeguards model of Beichengzi river water quality up to standard in Gaoyou City.
