摘　　要：通过分析交通抢险队应急能力的影响因素,参照应急管理的三阶段模型建立了评价指标体系;基于尖点突变模型、燕尾突变模型和蝴蝶突变模型,提出了交通抢险队应急能力评价的突变评价方法;进行实例分析并与AHP-模糊综合评价模型的评价结果比较,验证了这种评价方法的可行性。According to analysis the influence of emergency capability of communications rescue team, this paper establishes an evaluating index system refer to three-stage model for emergency management. Based on cusp catastrophic model, swallowtail catastrophic model and butterfly catastrophic model, the paper puts forward the catastrophe evaluation method to assess emergency capability of communications rescue team. The paper also verifies the feasibility of this evaluation method by means of examples and contrasts with the result of AHP-fuzzy comprehensive evaluation model.
