摘　　要：随着政府职能的重心由秩序行政向给付行政的转移,给付行政对老百姓的生活影响越来越深。我国行政给付制度无论在观念上、概念上还是法律制度上都存在很大的缺陷。借鉴国外的行政给付制度,结合我国的实际,我国的行政给付制度应当包括行政救助、行政保障、行政供给和行政资助。As the government functions change the order administration to the payment administration, payment administration affects on the lives of the ordinary people more and more. China＇s system of administrative payment has a big flaw irl the concept, and the legal system. In reference to the administrative payment system abroad, combining with Chinas reality, the paper proposes that payment of the administrative system should include administrative assistance, administrative security, administrative supplies and administrative support.
