国外社区警务建设的经验及启示

摘　　要：为了适应我国社区改革的需要,公安部部署全国公安机关实施了社区警务战略。通过了解美国和日本社区警务建设的成功经验,可以得出其对我国社区警务建设的三个启示:警务前移、重在基层;警民共建、群防群治和打防并举、标本兼治、预防为主。In order to meet the needs of Chinese community policing reform, the Ministry of Public Security drew up community policing strategy. Through introducing the successful experience of the community policing construction in America and Japan, the paper sums up the main points of Chinese community policing construction：strengthen police force at the basic level;maintain close ties with the masses and follow the mass line;carry out the policy of putting prevention first in community policing.
