摘 要:拖带超大型、圆筒状海上石油钻井平台"希望1号"是一项高难度的航海拖带作业,尤其是在航道狭窄的长江江苏段和长江上海段以及长江北支启东入海航道水域,且无前例可鉴。航海者或有关航行评估单位首先必须根据拖航水域的水文、气象条件、通航环境等对拖航进行可行性评估,确定拖带方案,选择合适的拖带方式和建立健全高效的指挥系统,在最佳的时机实施拖航作业。通过举例说明拖航作业的靠泊、离泊和关键性操作,总结了拖航的经验,提出了超大型、圆筒状海上石油钻井平台在狭水道拖带操纵作业的技术要领和相关的注意事项。Towing the large cylinder-shaped offshore oil drilling platform,"SEVAN 650",is a difficult navigational operation,especially in the narrow waterway of Jiangsu and Shanghai sections of the Yangtze River and in waters of Port Qidong,of which no precedent case can be referred to.Navigators or navigation consultant companies must assess the feasibility of towing,determine towing scheme,select appropriate towing mode and establish a sound and efficient chain of command on basis of the hydrological and meteorological conditions,and navigation environment of the waters.Moreover,the towing operations only can succeed at appropriate period of time.The towing experiences are summarized by illustrating key operations of berthing,mooring and towing.Main technical points and associated notes of operations are proposed for towing very large cylinder-shaped offshore oil drilling platforms in narrow channels.
