摘　　要：区域经济需求决定了区域交通的发展,黑龙江水运发展取决于水运经济腹地发展的水平、规模和结构。黑龙江省是黑龙江水运的主要腹地,在国家振兴东北老工业基地的政策指导下,黑龙江省腹地经济在对俄贸易、口岸开放、水电综合工程综合利用、产业升级和区域经济新规划等方面已经取得的成效以及将来的进展,可以确定未来水运需求的规模,指导水运发展的规模结构和水平。The development of regional traffic is determined by the demand of regional economy, and the shipping development in Heilongjiang Province depends upon the level,scale, and structure of hinterland shipping economy. As a main shipping hinterland, guided by the national policy of reviving the old Northeast industrial bases, Heilongjiang Province can clarify the scale of shipping demand in the future and direct the structure and standard of shipping development according to its achievement and prosperity in trade with Russia, pert opening, comprehensive utilization of hydropower engineering, and industrial upgrading and regional shipping development.
