摘　　要：在与自然灾害长期斗争中,我国政府把自然灾害救助作为社会管理以及公共服务的重要职能,并采取多种手段切实提高自然灾害救助能力,初步建立了自然灾害救助的工作体系。但现有的救助工作存在着缺乏统一的应急管理综合协调部门、救灾物资储备体系薄弱、专业救援人员队伍建设落后、公众减灾意识薄弱、灾害保险事业发展滞后等不足。借鉴国外政府灾害救助的成功经验,我国政府应不断优化政府救助中的法律规范约束、提供物质保障、组织灾害救援、开展灾害教育、支持灾害保险事业发展等职能,切实提高政府救助能力。In the long struggle with natural disasters,Chinese Government take the social management of natural disaster relief as an important function of public services and take various means to effectively improve the ability of natural disaster relief,and initially established system for natural disaster relief work.However,the existing relief work is lack of a unified comprehensive coordination department of emergency management,disaster relief material reserves system is weak,professional team building behind the rescue workers,the public awareness of disaster reduction is weak,disaster insurance industry lags behind other deficiencies.Learn from the success of foreign government disaster relief experience,our government should continue to optimize the binding legal norms in government assistance to provide material security,and enhance organization of disaster relief,and carry out disaster education,and support disaster insurance business devlopment,finally enhance the ability of government assistance.
