摘　　要：在中国社会经济体制的转型过程中,规划管理面临城市发展多元主体利益博弈的挑战。用什么方法能更好地描述和认识这一发展背景下规划管理的特点,解决规划实施的症结,并探索科学规划管理的道路,是规划管理研究一个重要课题。本文基于对转型期中国城市规划管理存在的问题和未来发展趋势的认识,讨论了近年来在西方管理学界悄然鹊起的社会网络分析方法的性质、特点及其在公共管理中的应用,说明了社会网络分析方法将有助于正确认识市场经济条件下规划管理的定位,揭示规划管理组织内部的运行机制、组织间的协调机制以及组织对外部环境的反馈机制,为改革规划管理体制、实施科学规划管理提供理论和方法论上的支持。In the transition of social and economic systems, urban planning management in China faces the challenge of multiple competitions in urban development. Basic research and exploration of new methods and theories are badly needed. Based on the understanding of the problems and issues related to urban planning management in China, this paper proposes the use of social network analysis（SNA） to advance China＇s urban planning management studies. The paper provides a review of social network analysis, shows that SNA would help to understand urban planning management＇s role in a marketing economy. And it has the capability to reveal the dynamical relationships between urban planning implementation and urban development from a theoretical and methodological perspective, which is embodied in the organization＇s inter-operation mechanism, the outer-cooperation mechanism and the feedback mechanism. The paper demonstrates that SNA can be potentially a good tool to help reform China＇s planning management system.
