摘 要:介绍低碳经济的基本原理,初步建立了低碳水利的概念。探讨发展低碳水利的必要性,提出了水利规划、设计、建设和管理等各个工作阶段体现低碳模式的途径,给出了树立低碳水利理念、培养低碳水利人才、建立低碳水利政策和机制、形成低碳水利工作制度、制定低碳水利技术规程、考核低碳水利指标等发展低碳水利的措施建议。The basic principles of low-carbon economy were introduced.The preliminary concept of low-carbon water conservancy was established.The necessity of developing low-carbon water conservancy was discussed.The approaches of incarnating low-carbon modes in water planning,design,construction and management were put forward.Some measures and advices for the development of low-carbon water conservancy were proposed,including establishment of concept,training of qualified personnel,establishment of policies and mechanism,formation of work system,formulation of technical specifications and check of indices.
