摘 要:公共服务过程包括社会需求和意志的表达、政府决策和组织安排、公共服务的直接提供和公共服务的问责。由于政府、市场和非政府组织(NGO)具有各自不同的特性,在公共服务过程中,需要NGO与政府的互动。但是因为政府观念转变缓慢、NGO能力缺失和历史经验教训导致的互信不足,使得二者在公共服务过程中的互动存在诸多问题,因此政府急需转变观念,NGO应加强自身能力,促进公共服务过程中NGO与政府的互动。Public services process includes the expression of social demand and will, government decisions and arrangement, direct offer and the accountability of public services. Because of the respective characteristics of the government, the market and the NGOs, NGO and government's interaction is needed in the process of the public services. However, because the sense of government is outmoded and the change is slow, the development of NGOs is not as well as we wish and the NGOs' ability is not per- fect, and the historical experiences also have bad effect on the mutual trust, there exist many problems in the process of public services. Therefore it is high time that we took measures. Firstly, the change of government's sense is urgent, Then NGOs also need strengthen their own abilities. Finally, it is necessary to improve and perfect the legal system of the public services' process and achieve the goal of monocracy which is based on mutual trust. Only in this way can the interaction between government and NGOs be sustainable.
