摘　　要：我国经济体制改革凸显出档案所有权多重问题。如何修改完善现有法律规范,建立完善档案价值鉴定机制,建立健全档案托管制度,并建立相应的监督保障机制,以保证制度和法律在实践中得到有效执行,是全体档案工作者所面临的新课题。解决这一课题,对我国档案事业的发展具有现实而深远的意义。Quite a few problems about the ownership of archives emerge from the reform of our economic system.It is a new challenge for all the archivists to amend and modify the current laws and regulations,to establish and perfect the evaluation mechanism of archives values,to set up a sound system of archives trusteeship regulations,and to install corresponding supervision and guarantee mechanisms,in view to ensure the full effects taken by these mechanisms and laws in practice.It is of practical and profound significance to the archives development in China.
