摘　　要：党的十六大召开以来的近十年间,以胡锦涛同志为总书记的党中央,领导全国人民审时度势、与时俱进、开拓创新,在承续我们党三代领导集体有关文化建设的理论认识及实践成果的基础上,沉着应对诸多挑战,在文化建设理念创新方面努力坚持"以人为本"原则、尊重文化自身发展规律、顺应社会主义市场经济要求,使文化建设走上了一条科学化、人本化的轨道,实现了思路上和操作上的进一步深入化、具体化、系统化,并取得了"文化惠民"政策不断落实、文化体制机制改革逐渐深化、文化经济规模质量显著提升及文化建设法制化、规范化水平不断提高的实践成效。In about a decade since the 16th Party Congress,the Central Committee,headed by Hu Jintao,the General Secretary of the Party,who has led the people of the whole country,sizing up the situation,advancing with time,blazing new trails,on the basis of the theoretical knowledge and practical achievements of the cultural construction made by the third-generation leadership group,has calmly dealt with the economic globalization,hi-tech revolution,world financial crisis and other challenges caused by social contradictions,made the cultural construction to a scientific and man-oriented track,created in-depth,specific and systematic thought and operation,and achieved practical effects with culture benefitting the people,reform of the cultural system deepened,scale and quality of the cultural economy improved and cultural construction legalized and others.
