摘　　要：政府绩效是评判政府治理水平和运作效率的重要依据,是政府的工作成就或管理活动所产生的积极效果,提高政府绩效的最终目的是让人生活的更加幸福,而公民权利的保障水平是其生活幸福程度的直接体现。因而,研究政府绩效与公民权保障的内在关系无论在理论上还是实践上都有着十分重要的意义。Governmental performance is important basis for judging governance level and operation efficiency of government,and also is the active result of government working achievements or managements.The ultimate goal of improving gevernmental performance is to make perpons to live happier.The level of the happy life mainly reflects in the security＇s level of citizens＇ right.Therefore to analyze the inherent relationship of gevernmental performance and security of citizens＇ right has the important value in terms of theory and practice.
