摘  要:由发达国家主导的CDM(清洁发展机制),为发展中国家企业获得来自发达国家企业的减排资金和技术提供了一个合作平台。但是,作为《京都议定书》灵活机制的CDM却内含着更为隐性、深邃、复杂的利益目标。事实证明,CDM不仅为发达国家企业提供了污染转移、降低减排成本、转嫁减排责任等制度空间,而且还使其在减排技术输出、国际碳贸易定价权方面占据着绝对的操纵地位。本文以欧盟市场的碳排放权限EUAs、CER s的转换活动为例,从技术和制度两个层面对发达国家企业及国际碳贸易商的CDM操纵机理和目标进行了交叉剖析,并依据研究结论针对性地提出了强化发展中国家政府干预、优化CDM合作机制的政策建议。CDM(Clean Development Mechanism) dominated by developed countries provides enterprises of developing country with a cooperative platform of obtaining the capital or technologies for emission reduction.However,CDM as a flexible mechanism attached to Kyoto Protocol included more recessive,deep and intricate benefit goals and CDM not only gives developed countries the institution space of industrial pollution transfer,emission reduction cost control and emission responsibility avoiding,but also makes developed countries own the absolute manipulation position of emission reduction technologies' export and international coal transaction's price determination power.This paper has done a crossing analysis to CDM manipulation mechanism and goals of developed country enterprises or international coal traders from technology and institution two hierocracies exemplified by conversion of two different emission assets(EUAs and CERs) in EU market,and come up with policy advices of strengthening government inference and CDM optimization according research conclusion.
