摘　　要：国家"十二五"时期的发展对公众参与科学技术决策提出了需求。公众参与科技决策,不仅是中国科学技术发展的需求,而且也保障公民人民的知情权、参与权、表达权、监督权的必然要求,是科学决策民主化的表现。本文在论述公众参与科学技术决策的客观需求的基础上,研究中国公众参与科学技术的需求,分析现有实践存在的问题,提出"十二五"期间中国公众参与科学技术决策的目标和发展措施。The National development of the 12th period demands public participating in science and technology policy-making,which is not only demands from ST development but also from the human right and democratization of policy-making.This paper based on analysis of demand for public participating in science and technology policy-making and its problem,puts forward the approach and measures of the development of public participating science and technology policy-making in China during the 12th five year period.
