摘　　要：分析了新世纪新阶段加强和改进军队党组织建设的重大意义,提出加强和改进军队党组织建设最根本的就是要确保党对军队的绝对领导,探讨了加强军队党组织能力建设的具体措施。This paper analyzes the significance of military leading party building at new stage in new century,brings forward the key factor of military leading party building is the Communist Party should shoulder the responsibility of leadership,explores the concrete measures to strengthen military leading party members＇group building.
