金融危机阴影下的美国对华经贸政策--经济和贸易政治的视角

摘　　要：本文从经济和贸易政治两个视角入手,分析金融危机爆发后入主白宫的奥巴马政府对华经贸政策的主要影响因素,并考察其实际采取的政策。研究发现,在奥巴马政府的对华经贸政策中,不论从纯经济还是贸易政治的视角考察都面临两种利益诉求。表现在实际政策上,奥巴马政府在经贸问题上对中国采取了明显的双轨政策,拉拢合作与冲突对抗同时并存。This article first analyzes the major factors that affect the Obama administration's economic and trade policy towards China in the wake of the financial crisis from the perspectives of economics and trade politics,and then gives a survey of the administration's actual economic policy towards China.The study finds that,whether it is viewed from the perspective of economics or that of trade politics,the Obama administration has been confronted with two competing sets of considerations in its economic policy to China.When it comes to actual policy,the Obama administration has adopted a two-track economic policy towards China,demonstrating both elements of cooperation and confrontation.
