摘　　要：农村公共投资主要由人力资本投资、生产和生活投资两大部分组成。改革开放以来,农村人力资本投资总量在逐年增长,但地区差异显著;伴随我国综合国力的不断增强,国家用于农村生产和农民生活方面投资的绝对额也在相应提高,但农业支出占财政总支出的比重却呈总体下降趋势。应全面提高财政保障农村公共事业水平,加快城乡统一的公共服务制度建设。The rural public investment consists of two main parts： human capital investment and rural production and life investment.Since the reform and opening up,the total investment in human capital in rural areas increases year by year,but there is significant regional differences in this volume;With China＇s comprehensive national strength increasing,rural production and life investment increase in absolute terms,but the proportion in the total financial expenditure has shown a decline in overall.We should improve the level of public utilities in rural areas and speed up a unified public service system construction.
