产业共性技术供给和扩散的多重失灵

摘　　要：产业共性技术可以为多项相关技术的进步以及产业的发展提供平台支撑,在市场机制下的发展面临各种类型的失灵问题。针对已有共性技术失灵研究的不足,对传统共性技术供给模型的基本假定进行了修正,构建了将供给和扩散纳入统一视角的分析模型,从技术特性的角度对共性技术区间做了层次性划分。在此基础上,提出了市场机制下产业共性技术供给的"组织失灵"和"市场失灵"以及扩散的"制度失灵"和"市场失灵"。产业共性技术的多重失灵决定了政府对共性技术供给和扩散的干预应坚持"有所为,有所不为"的原则,重点关注共性区间的两头。最后基于产业共性技术与企业专有技术的可结合度,分析了不同层次产业共性技术的扩散方式。The development of Industrial generic technology（IGT） as the foundation or platform of many technologies is hindered by types of failure under the mechanism of market economy.To improve upon the limitation in existing researches,this paper modifies the basic assumption in the traditional supply model of IGT,establishes an analytical model integrating both supply system and diffusion system,and divides the interval of IGT into three sub-intervals.Accordingly,the supply and diffusion system of IGT has multi-failures： market failure and organization failure of supply system,with institution failure and market failure of diffusion system.The multi-failures of IGT determine the particular government role,which means that the government should ″have things must be done and things must not be done″ and should pay more attention to the both sides of the interval of IGT.Finally,this paper studies different ways to diffuse IGT based on the complex degree of generic technology and proprietary technology.
