区域低碳创新系统综合评价实证研究——以中部六省为例

摘　　要：区域低碳创新系统评价是依据低碳经济和生态经济学理论,运用科学的方法和手段来评价和监测区域低碳创新的发展状态、发展水平和发展趋势。采用综合评价法构建区域低碳创新系统评价模型,建立经济增长水平、能源消耗、资源利用、技术创新、碳排放及处理水平等指标体系,以湖南、湖北、河南、山西、江西、安徽等中部地区六省为例,进行区域低碳创新系统评价实证研究。Regional low-carbon innovation system evaluation is to evaluate and monitor the state of development of low carbon innovation system,development level and development trend,according to a low carbon economy and ecological economics,and the use of scientific methods and tools.This paper is to construct the evaluation model of regional low-carbon innovation system by an integrated evaluation method,and to establish the index system including the level of economic growth,energy consumption,resource use,technological innovation,the level of carbon emissions and handling,and for example of Hunan,Hubei,Henan,Shanxi,Jiangxi,Anhui and other six provinces in the central region,to evaluate the regional low-carbon innovation system for empirical research.
