摘　　要：内地与香港特区政府签署的《关于建立更紧密经贸关系的安排》(以下简称香港CEPA)自2004年1月1日实施以来,对双边贸易和投资产生了重要的推动作用。截至2010年,内地已对原产于香港且已制定原产地标准的1587个税目商品实施零关税。原产地规则是判定一项国际贸易流通领域的货物原产地的所有法律法规和行政决定的总称,决定着一个区域贸易协定能否顺利实施和正常运行。本文以香港CEPA为对象,介绍了香港CEPA及其原产地规则的主要内容,在与我国签署的其他区域贸易协定的优惠原产地规则相比较的基础上,本文总结了香港CEPA原产地规则的独特性,并对其在应用中产生的积极影响和存在问题作出了评论。The CEPA signed between mainland and Hong Kong has made an important promouon on bilateral trade and investment since its implement on 1^st Jan. of 2004. By last year, mainland provides preferential tariff to commodities under 1587 four-digit HS headings. A Rule of origin is a sets of criteria to decide a goods＇ origin. It safeguards the steady implementation fundamentally. This article firstly introduces the general framework of CEPA and the contents of its rules of origin. Then analyzes its characteristics compared with other regional trade agreements. Last but not least, the article discusses the impact of the application of its rules of origin.
