摘　　要：利用可拓学的基本理论和方法，建立了策略和关键策略的形式化概念，构建了相应的物元模型，并结合实例讨论策略生成的方法．By the basic theory and method of Extenics, this paper presents the formal conceptions of strategy and key strategy, establishes their matter\|element models, demonstrates the method on strategy development with an example.
