摘　　要：我国城市发生安全事件逐渐趋于常态化,并且损失也不断加大,非传统的城市安全隐患已成为严重的威胁,传统的园林防灾规划研究需要进行相应的变革。阐明开展基于城市安全的园林规划设计研究的必要性,提出"安全园林规划设计"的概念,并尝试探讨其基本内涵、内容构成和规划程序,初步建立包括城乡安全绿地系统规划、行政分区安全绿地系统规划、社区安全园林规划设计的安全园林规划设计编制体系框架,以期拓展解决城市安全的新思路,满足日益紧迫的城市安全建设要求。The security incidents in China tended to normalization,making more and more losses.The non-traditional urban security risks were serious threat,so the landscape disaster-prevention planning and design should be changed.The paper clarified the necessity of safetybased landscape planning and design studies,proposed the concept of it,investigated the content,constitutes and planning process,and established the formulation framework of safety-based landscape planning and design,which were the safety green space system planning of the urban-rural,administrative region,and community.It is hoped to expand the thinking of urban safety solution and meet the increasingly urgent requirements of urban safety construction.
