低碳经济背景下江西工业园区生态环境保护的法律思辨

摘　　要：随着科学发展观的进一步确立,建设资源节约型、环境友好型社会成为当前一项现实和紧迫的任务。各种工业园成为江西经济增长的重要支撑点和区域经济发展的推动器。但这些企业在促进经济增长的同时也造成了严重的环境污染。我国目前没有一部专门的法律规范工业园环境建设,虽然江西省制定了大量的环境保护方面的地方性法律法规,但其见效甚微。因此,应规范环境方面的立法,强化政府职能,实现经济发展与资源环境保护双赢。With the further establishment of thescientific development concept,building a resource-saving and environment-friendly society become a realistic and urgent task.Various industrial park becomes the important points of jiangxi economic growth and regional economic development accelerator.But these enterprises in promoting economic growth while also caused severe environmental pollution.Our country currently does not have a special law regulating industrial environment construction in jiangxi province,although formulated a lot of environmental protection of the local laws and regulations,but its response to little effect.Therefore,we should regulate environmental legislation,strengthen government function,to realize the economic development and the resource environmental protection win-win.
