摘　　要：讨论了以创新管理发展的新思路实现管理强税的新目标的问题,包括以下内容:一是通过管理意识创新实现职能提升,二是通过管理手段创新实现管理载体信息化,三是推进依法治税体制机制创新,四是建立和完善税收征管机制。This paper discusses the problem of realization of the new target of strengthening tax administration with the new idea of innovative administration and development,including the following contents：the first is to realize functional improvement through innovation of management consciousness,the second is to realize informatization of management carriers through innovation of management ladders,the third is to promote institutional innovation in tax administration by law,and the fourth is to establish and perfect tax collection and management mechanism.
