摘　　要：农业、农村和农民问题始终是党和政府倾心关注和致力解决的主要问题。江泽民作为党的第三代中央领导集体核心,善于把握全局,从战略高度认识"三农"问题,强调"三农"问题是关系改革开放和现代化建设全局的首要问题,明确"三农"问题是关系党和国家全局的根本问题;善于总结历史经验教训;善于用科学理论指导;善于结合新形势,发现新问题,提出新要求。强调加快农业发展、深化农村改革、提高农民收入,创造性地提出了一系列解决"三农"问题的新思路、新对策。Since the founding of Chinese Communist Party ninety years ago,the major problems,which must be solved,have been those related to agriculture,countryside and farmers.As the core of the third-generation central committee,Jiang Zemin understands the problems in question at the height of national strategies,underscoring their priority in Chinese socialist construction,makes it clear that the problems are concerned with the Party and state as a whole,and puts forward a series of innovative measures against the problems.
